Can you provide a brief overview of your organisation and its role in the ENDURANCE project?

Timelex is a Brussels-based law firm with a strong European outlook, specialised in IT law, data protection, cybersecurity, and digital policy. With a diverse portfolio of international clients and extensive experience in both legal advisory and EU-funded research projects, Timelex brings deep expertise in the legal dimensions of emerging technologies. Its multidisciplinary and passionate team combines legal rigour with a strong understanding of policy and innovation dynamics. In ENDURANCE, Timelex provides legal and ethical guidance to ensure that the project’s technical developments align with EU regulatory frameworks and fundamental rights, supporting the responsible and trustworthy deployment of resilience solutions across Europe.

How does the ENDURANCE project align with your organisation’s mission and objectives? Why is it significant to your sector, and what impact do you hope it will have?

The ENDURANCE project aligns closely with Timelex’s areas of expertise as a law firm specialised in technology, data protection, cybersecurity, and digital governance. For many years, Timelex has been advising clients on the legal implications of emerging technologies, particularly where they intersect with complex regulatory frameworks and fundamental rights.

ENDURANCE represents a natural extension of this mission: it addresses high-stakes societal and regulatory challenges – such as critical infrastructure resilience, federated data spaces, and trustworthy AI – where legal clarity and ethical safeguards are essential. As an organisation strongly engaged in European research and policy-driven innovation, Timelex views its participation in ENDURANCE as a meaningful contribution to shaping robust, lawful, and ethically sound digital infrastructures across Europe.

The project also reinforces Timelex’s commitment to supporting responsible innovation through collaborative, multidisciplinary efforts. By working alongside technical and institutional partners, Timelex not only deepens its understanding of the sector but also ensures that legal perspectives are embedded early and effectively in technological design and deployment.

What specific contributions is your organisation making to the ENDURANCE project? What are the key outcomes or goals your organisation hopes to achieve through the ENDURANCE projecT?

Timelex contributes to the ENDURANCE project by providing legal and ethical guidance to all project partners – including critical infrastructure operators, national authorities, and technical entities – to support compliance with applicable regulatory frameworks. This includes both horizontal EU-level legislation (such as the Critical Entities Resilience Directive, NIS2 Directive, the AI Act and the General Data Protection Regulation) and sector-specific or pilot-specific legal requirements.

Timelex’s work covers the legal validation of both the systems developed within the project and their deployment in pilot activities. The main objective is to ensure that these solutions are designed and implemented in line with European legal and ethical standards. This involves identifying concrete legal and ethical requirements, developing compliance guidelines, and providing a methodology for legal and ethical impact assessment. Through this, Timelex contributes to building trust in ENDURANCE technologies and supporting their lawful and responsible uptake across Europe.

Looking ahead, what lasting impact do you hope the ENDURANCE project will have on your organisation, the sector, or the broader community? What are your long-term goals related to the project?

ENDURANCE addresses a highly specialised and increasingly critical domain – the legal, technical, and operational resilience of essential services across Europe. Its long-term impact lies in its ability to bridge the gap between cutting-edge technologies (such as federated learning, digital twins, and AI-based threat detection) and the complex legal frameworks that govern their deployment.

By fostering structured, cross-border collaboration between public authorities, infrastructure operators, and technical developers, the project sets a precedent for future joint efforts in securing continuity of vital services. It contributes to building a common foundation for lawful, ethical, and interoperable resilience strategies. The knowledge, networks, and tools developed through ENDURANCE are expected to pave the way for sustained innovation in how Europe approaches risk governance, compliance, and digital trust in the critical infrastructure ecosystem.

What key insights or advice would you offer to other partners or future collaborators? Is there anything else you’d like to share about your organisation’s involvement in ENDURANCE or any final thoughts on the project’s future?

One key takeaway from the ongoing work in ENDURANCE is the value of integrating legal, ethical, and governance dimensions throughout the development of complex resilience solutions. This approach ensures that technological innovation aligns with European values, regulatory requirements, and societal trust.

For organisations considering large-scale, cross-disciplinary initiatives in critical infrastructure resilience, we would emphasise the importance of embedding legal and ethical expertise from the outset – not as an afterthought, but as a core design component. Doing so enables the creation of solutions that are not only operationally effective, but also lawful, transparent, and widely adoptable. ENDURANCE demonstrates the strength of a truly integrated and collaborative approach, and we look forward to contributing to its continuation and future legacy.
