We would like to inform you that, within the framework of the project, we have prepared an important document: D2.1 Draft – European Disruption Resilience Strategy. This document provides an excellent basis for continued discussion on the adequacy of strategic approaches to strengthening the resilience of critical infrastructure.

Among other elements, the document includes:

• a vision for a European Disruption Resilience Strategy for Critical Infrastructure;
• goals and key actions; defining resilience; understanding the EU resilience landscape;
• resilience challenges and identified gaps;
• a strategic approach to building the attributes of resilient EU critical infrastructure;
• the existing policy and legal framework for the resilience of Critical Infrastructure and gaps in the current framework for operationalisation;
• defining the EU resilience governance model;
• EU Disruption Resilience Critical Infrastructure pillars;
• an EU Disruption Resilience Critical Infrastructure operational action plan;
• and the way forward towards implementation.

In the coming period, you will have an excellent opportunity to join the Pan-European Working Group on Disruption Resilience, through which you will be granted access to the full draft text of the Strategy.

At the forthcoming Working Group meeting, which will take place on 06 February 2026, participants will have the opportunity—following a brief presentation of the draft Strategy—to engage in a structured discussion on its content. The text will be distributed to Working Group members in advance of the meeting, enabling them to prepare adequately for the discussion.
