Resilience of Critical Infrastructure is not optional: It is the foundation of a modern State

On 20 April 2026, the Commission of the National Council for State Organisation, in cooperation with the Institute for Corporate Security Studies (ICS) and the Slovenian Corporate Security Association, hosted an important consultation titled: “The necessity of developing an appropriate strategy to ensure effective resilience of Critical Infrastructure in the Republic of Slovenia.”

The participants were formally addressed at the opening by the President of the National Council of the Republic of Slovenia, Mr. Marko Lotrič.

Particular attention was given to the findings of two important European projects, ENDURANCE and ECHO, presented by Jolanda Modic. These projects represent a significant strategic environment for identifying solutions to ensure the resilience of Critical Infrastructure. In this context, a draft European Strategy for Critical Infrastructure Resilience was presented, developed on the basis of extensive discussions conducted across various EU Member States.

At the roundtable moderated by Denis Čaleta, distinguished speakers including Mrs. Vesna Prodnik, Member of the Management Board of Telekom Slovenije; Mr. Aleksander Mervar, Director of ELES; Mr. Boštjan Pavlin, State Secretary at the Ministry of Defence; Dr. Uroš Svete, Director of the Government Office for Information Security; Dr. Aida Kamišalić Latifić, State Secretary at the Ministry of Digital Transformation; and Mr. Leon Behin, Director General of the Administration for Civil Protection and Disaster Relief shared their strategic perspectives and proposed measures. These contributions could significantly support the next steps in strengthening the resilience of Critical Infrastructure and services in the Republic of Slovenia.

There was broad agreement that experience gained from EU projects can serve as a strong foundation for continuing Slovenia’s efforts to ensure the resilience of society as a whole. These processes are inherently long-term, making the systematic implementation of individual measures essential.

  • Resilience is a long-term effort requiring a systematic approach, not merely reactive crisis response
  • Public-private partnership is not just a phrase, but a necessary reality that builds trust
  • Strategically important information must be shared among stakeholders at all levels of governance
  • Education and training must keep pace with the evolving security environment
  • Without qualified personnel, resilience cannot be ensured

Such consultations are essential, not only as a platform for exchanging views, but as a mechanism that enables experts, the economy, and the state to jointly shape solutions.

Based on the discussion, the National Council of the Republic of Slovenia will prepare concrete conclusions and strategic guidelines, which will be submitted to the Government of the Republic of Slovenia, all ministries, and other key decision-making stakeholders in the country.
