Critical Infrastructure is increasingly exposed to complex and interconnected risks that can cross organisational, sectoral, and national boundaries. Strengthening resilience therefore requires not only innovative technologies, but also better collaboration, access to information, and the skills needed to prepare for and respond to disruptions.
Within the ENDURANCE Project, this work is supported through the development of Disruption Resilience Services and Enablers, designed to help Critical Infrastructure stakeholders improve preparedness, decision-making, and crisis response.
From prototypes to operational resilience
The Disruption Resilience Services, led by the project partner Silver Bullet Risk, bring together a range of capabilities aimed at supporting Critical Entities in addressing complex cross-border and cross-sector threats. These include trusted data exchange, threat detection, risk and resilience intelligence, simulation and training, and decision-support dashboards.
During Phase 1 (TRL5), the project successfully developed and validated initial prototypes. The next phase will focus on refining these solutions and advancing them towards operational deployment (TRL7) in real-world conditions.

Enabling awareness, knowledge and better decision-making
Technology is only one part of building resilience. Critical Infrastructure stakeholders also need access to the right information, knowledge, and skills to understand emerging risks and make informed decisions.
As part of WP5 and WP6: Disruption Resilience Enablers, ENDURANCE is developing solutions that support awareness raising and skills development. One example is an AI-powered chatbot, developed by the Institute of Communication and Computer Systems (ICCS), which helps users search and understand relevant information across Critical Infrastructure and resilience-related documents.
By making knowledge easier to find and use, these tools can reduce the time needed to access relevant information and support a stronger resilience-oriented culture among Critical Infrastructure stakeholders.

Building a more resilient future
Together, these developments demonstrate ENDURANCE’s approach to strengthening Critical Infrastructure resilience through a combination of technology, knowledge, collaboration, and skills.
By moving beyond siloed approaches and enabling stakeholders to access better information, tools, and services, the project is helping lay the foundations for more resilient Critical Infrastructure across Europe.
