On 6 February 2026, experts from across Europe gathered online for the 4th Meeting of the Pan-European Working Group on Disruption Resilience, a key collaborative forum established under the ENDURANCE project. The session brought together Working Group members and Critical Infrastructure stakeholders to exchange knowledge, review strategic developments, and help shape Europe’s future approach to disruption resilience.
The SUNRISE Stable Working Group on Resilience to Pandemics participated in the meeting as a partner, contributing its expertise on pandemic-related resilience within the broader disruption resilience dialogue.

A Strategy at the heart of the discussion
The central focus of the meeting was the presentation and first structured discussion of the draft European Disruption Resilience Strategy for Critical Infrastructure (Deliverable 2.1). The draft Strategy proposes a set of strategic approaches designed to strengthen preparedness, response capacity, and long-term resilience across interconnected European critical infrastructure systems.
Working Group members were among the first external experts to review the draft, providing early feedback on:
-
- The relevance of the proposed priorities
- The adequacy of the strategic approaches
- Alignment with real-world operational and cross-sector challenges
This marks the beginning of a broader consultation process. Over the coming year, the Working Group will continue to refine the Strategy’s key pillars and contribute additional proposals, ensuring that the final version reflects both policy vision and operational reality. The finalised Strategy will be delivered at the conclusion of the ENDURANCE project lifecycle.
Progress update from the ENDURANCE Consortium
The meeting also featured an update on the latest achievements of the ENDURANCE consortium, highlighting progress in the development of practical tools designed to support disruption resilience.
A dedicated session introduced the pilot tools entering the first implementation phase:
🔹 EU Data Space
🔹 Threat Detection and Threat Analysis Tools
🔹 Risk Assessment Tool
For each tool, presenters outlined:
-
- Main functionalities
- Key benefits for critical infrastructure stakeholders
- Planned trials, with the first round scheduled for Month 18 (M18) of the project
- Current development status
- Next steps for the second and third trial rounds
Expert dialogue and knowledge exchange
The discussion segment underscored the value of the Working Group as an information exchange ecosystem. Members shared perspectives from different sectors and national contexts, identifying practical challenges and opportunities related to strategy implementation, tool usability, and cross-border cooperation.
This exchange reinforced the Working Group’s role in bridging research, policy, and operations, ensuring that ENDURANCE outputs remain grounded in the needs of critical infrastructure communities.
Looking ahead
The meeting concluded with a shared understanding that disruption resilience must be addressed through strategic coordination, interoperable tools, and continuous expert dialogue. The Working Group will remain a central platform for this process, supporting the evolution of the European Disruption Resilience Strategy and contributing to its practical relevance.
Further meetings throughout 2026 will deepen thematic discussions and integrate stakeholder feedback into the final strategic and technical outcomes of the ENDURANCE project.
