SUNRISE

Strategies and Technologies for United and Resilient Critical Infrastructures and Vital Services in Pandemic-Stricken Europe

The SUNRISE project focuses on strengthening Europe’s critical infrastructures through collaboration, strategic planning and advanced technologies. As Europe looks beyond the COVID-19 pandemic, the need to futureproof society’s lifeline systems has become more urgent than ever.

SUNRISE works to ensure greater availability, reliability and continuity of critical infrastructures, including transport, energy, water and healthcare, in the face of pandemics and other large-scale crises. The project brings together 41 partner organisations, including 18 public and private CI operators and authorities, to develop a suite of innovative solutions that enhance infrastructure resilience across Europe.

Project Type: Innovation Action
Duration: October 2022 – September 2025

ECHO

Strengthening Urban Resilience Planning and Management in Europe

ECHO is an EU-funded project designed to improve how Europe plans and manages resilience in increasingly complex and interconnected (peri-)urban environments.

With growing threats such as climate change, natural disasters and cyber-attacks, traditional top-down resilience approaches often fail to address local and regional needs. ECHO responds by creating a multi-level Resilience Ecosystem that brings together:

  • Critical Infrastructure operators
  • Emergency Service Providers
  • Local and regional authorities

Together, they co-create innovative tools, services and strategies that enhance urban resilience planning and operational coordination. The goal is to empower stakeholders of all sizes, reduce fragmentation, and improve the protection of interconnected systems that underpin everyday life.

The 3-year project includes 28 partners from 10 countries and is coordinated by Netcompany (Greece).

Testudo

Autonomous Systems for Critical Infrastructure Protection

TESTUDO is a Horizon Europe innovation project focused on using state-of-the-art technologies to enable continuous monitoring of Critical Infrastructures, even in harsh environments and remote territories.

The project delivers a highly mature platform that equips CI operators and authorities with advanced tools for prediction, prevention and response in cases of:

  • Complex attacks
  • Pandemics
  • Natural disasters
  • Man-made incidents

TESTUDO integrates autonomous systems and advanced research tools to support smarter and faster decision-making. Its solutions are validated through three large-scale pilot trials, including scenarios such as disruptions in water reservoirs, chemical fires in tunnels and coordinated attacks on water treatment facilities.

The consortium includes 20 organisations from 11 European countries, spanning CI operators, research centres, SMEs, large industry partners and an NGO — ensuring strong interdisciplinary expertise in infrastructure protection and autonomous surveillance.

European Cluster for Securing Critical Infrastructures

ENDURANCE is a member of the European Cluster for Securing Critical Infrastructures (ECSCI), a collaborative network of EU-funded projects working on different aspects of critical infrastructure protection.

As Europe faces increasing cross-border crises, including climate change, natural disasters and global health threats, large-scale preparedness and coordinated response are essential. ECSCI fosters synergies, knowledge exchange and cross-project innovation to address shared security challenges.

While each project in the cluster has distinct objectives, all contribute to a common mission:
protecting critical infrastructures and the essential services that European society depends on.

Through ECSCI, ENDURANCE strengthens links with complementary Horizon Europe projects and supports the development of disruptive, forward-looking solutions for CI security and resilience.
